    -- Harbin, capital of Heilongjiang Province, which is the largest city in terms of total area among all the capital cities in China is the center of politics, economy, science and technology, culture and transportation in the Northeast of China. It has a total population of 9.41 million, total area of 53,000 km2 with 7 districts and 12 counties under its administration. The objective of the development of Harbin is: making Harbin an important equipment manufacturing base, high-tech base and organic food base as well as a regional economic and trade center and world famous ice and snow touring city in the next 5 to 10 years.
    --Advantageous geographical location and distinct regional advantage. Heilongjiang has a long border line with Russia of 3040 kilometers with 25 first class ports. Harbin is the largest central city in the river-bordering regions, an important hub of the first European Continental Bridge and Corridor in the Air. It is an important viaduct connecting the provinces of China to Russia and east European countries. It is the axle and supporting point of the four fan-shaped open border cities in china-Heihe, Suifenhe, Hunchun and Manzhouli and has unique geographical location in cooperation with Russia, South Korea and Japan.
    --Excellent natural conditions, abundant resources in the hinterland. The climate in Harbin is temperate continental monsoon-type climate with four distinct seasons. The output of such agricultural products as soybeans, potatoes, linen, beets ranks the first in China. Large-scale organic food development is well renowned and grains, timber oil and coal are important natural resources in Harbin and the bordering areas. The rich touring resources of Harbin such as ice and snow , forests and Jin Nationality-origin culture as well as the Harbin Ice and Snow Festival, ice and snow sculpting display and competition and winter swimming make Harbin a world famous city. 
    --Complete Infrastructure facilities and convenient transportation. Harbin has complete infrastructure facilities such as energy, telecommunications, electricity, water supply, etc.
Commerce and trade, tourism, recreation and catering services have unique features; finance, securities, insurance, information consultation and real estate development are developing rapidly. Harbin has convenient transportation by water, land and air. Six main railroads including Harbin-Beijing Rail Road and 7 expressways converge in Harbin. Moreover, 19 roads radiate to various parts of China and 58 domestic and international airlines have been open to navigation. Through cargo transport for more than 200 airports from over 100 countries and regions can be handled in Harbin Inland Port, the first of its kind in China was open to the public from the year 1997, as the only first class inland open port of China, where importation and exportation affairs including the declaration, submitting for examination and transportation can be handled. 
    --Good foundation of trade and wide investment market. As the center of commerce and logistics of the northeast of China, Harbin has established economic and trade relationship with more than 100 countries and regions in the world.     --Harbin Development Zone consists of Harbin Economic and Technological Development Zone and Harbin High and New Technological Development Zone (both at the national level), which converged in November 2001. Harbin Eco-tech and Harbin High-tech Zone were set up in 1991 and 1988 respectively and were approved by the State Council as a national development zone in 1993 and 1991 respectively. It has a total area of 34 km2 in the centralized parks, subdivided into Nangang, Haping Road and Yingbin Road Centralized Parks. The Nangang Centralized Park is designated for the incubation of high-tech projects and research and development base of enterprises as well as tertiary industries such as finance, insurance, services, catering, tourism, culture, recreation and entertainment, where .the headquarters of large famous companies and their branches in Harbin are located; the Haping Road Centralized Park is a comprehensive industrial basis for the investment projects of automobile and automobile parts manufacturing, medicines, foodstuffs, electronics, textile; the Yingbin Road Centralized Park is mainly for high-tech incubation projects, high -tech industrial development. Meanwhile, Harbin Development Zone is actively creating first class development environment, providing good services to enterprises. For enterprise registration in the Development Zone, "one stop" service is provided to make application process straightforward. The application documents re accepted by the service counter, to be examined internally. Final approval documents can be issued efficiently without delay through the Internet. The Russia-oriented "multinational direct trade channel" enables convenient access to Russian market for enterprises in the development zone; the construction of digital Development Zone provides such services as searching information through internet, publishing and submitting information, submitting and approving documents and taking annual examination of companies through the internet; the reform of the enterprise approval system has been strengthened and the approval procedures have been reduced at 71%.
